& Planning:
U.S.
Department of Homeland Security (DHS) 2004 – 2005: The
consolidation of DHS’ 23 agencies into one back-office (financial)
system (eMerge2) initiative. On sub-contract to SAIC, duties included
consulting on connecting Enterprise Architecture framework methodology to
practice; developing integration scenarios to test architecture
applicability to risk avoidance; integrating conceptual architecture into
implementation planning artifacts; and producing a COTS solution target
model analysis.
Internal
Revenue Service – 1997: Under Contract to IBM Global Services -
Provided architecture and planning services for consolidation of ten
regional centers into two. These plans included systems upgrades, BPM
process consolidations and year 2000 compliance initiatives for IBM and
Unisys mainframes, business process management (BPM) services and
integration plans.
State
of South Carolina 1998 – Under Contract to Hitachi Professional
Services – Provided services to support SC consolidation of 11
separate IT processing centers into one state processing center. This
included the technical systems analysis (hardware, software, network &
facilities); transition methodology and plans; IT organization plan;
various consolidation scenarios; and ROI and CBA for each scenario.
Prudential
Insurance 1995 -1998: Provided management and planning consultations for
the consolidation of the Prudential northern region data center in to the
main campus in Roseland, NJ. This included the technical systems analysis
(hardware, software, network & facilities); transition methodology and
plans; IT organization plan; various consolidation scenarios; and ROI and
CBA for each scenario. Provided merger analysis of the operational IT
infrastructure of Prudential Securities subsidiary in New York with the
Prudential Service Company in NJ.
State
Farm Insurance -1995 -1996: Under contract to IBM Global Services -
Consolidated 28 regional data centers into three newly built
"Geoplex" centers in Atlanta, Dallas and Phoenix. Project
spanned 4 years and budget of $150million. Designed the three Geoplex
operational environments including, hardware, software systems and
procedures; developed a logical technical model of the target environments
including transition plans. Developed intra-system and intra-enterprise
integration plans.

Zurich
Insurance 1997-2000: Consolidated logical images of Business Process
Management (BPM) software, and then consolidated physical data center
facilities in Toronto, Canada and New York, NY into Zurich headquarters in Schaumburg, Illinois. Developed and executed consolidation plans, transition plans
and training plans (based on prior ROI study by IBM) on budget and on time
for all projects.
Prudential
Insurance 1995-1998: Over a three year period, provided several Business
Process reviews and process consolidations. This included a two year
long operations production control modernization project in which I
provided both the analysis and resources to improve business process
management, workload scheduling and workload automation. This was reported
to save over $10MillionUSD.
Frontier
Technologies 1995: Organized and lead the consulting team that provided the
customization and implementation transition of the business process
management workload scheduling systems (CA-Jobtrac, CA-11, CA-Unicenter).
We also developed training plans and strategic process reengineering plan
for operations integration of multi-platform operations.

Hertz
Corporation 1994 -1995 – Produced a detailed process analysis,
benchmark study and best practices workflow proposal that saved Hertz and
ISSC (outsourcer) $10million USD over three years. Included new SLA metrics and Service Level reporting.
Southern
Pacific Transportation 1997: Produced a detailed process analysis,
benchmark study and best practices workflow proposal that resulted in ISSC
keeping the SP contract. The study offered a 3rd party sourcing
audit that proposed new approaches to service reporting, workflow
managed, automation and various customer satisfaction requirements.
Blue
Cross Blue Shield -1995 – Benchmark of IT operational infrastructure
uncovering processes and practice restructuring that would save the
institution the cost of buying new mainframes.
HiLo / Giant Markets 1994 –
Data collection and ROI projections on consolidation of four acquired
corporate IT organizations. Developed the target operations
architecture, hardware and software systems infrastructure; and
implementation and transition plans.
Ingram
Micro 1994 – Studied the consolidation of the IT organization in
Ingram’s four separate lines of business into the California IT data
center. Provided detail on hardware, software and organizational
architecture. A complete benchmark of operations processes provided
information on additional cost avoidance and improved operation policy.
Citizens
Bank 1993 – Studied the proposed consolidation of Citizens Ins. in Michigan and State Mutual Insurance in Mass. Provided target scenarios and CBA
projections; operational workload studies and integration plans.
