Without change there can be no progress.  Doing something "the way its always been done" or finding no fault in a faulty process, is as common today as it was in Wrigley's day. Much of my professional career has been spent either as owner of my own company or as a consultant.  For this reason, the standard CV or Resume is not a good repository of experiential descriptions.  This page is designed to give better in-depth information on professional consulting engagements.

Where independent letters of recommendation (LOR) or work products can serve as confirmation of experiential achievement they are so noted ["confirmation:"].  Because of the cyclical nature of consulting and the fact that I often reengaged with former clients, several of the confirming artifacts are offered for more than one engagement or discipline.


Chevron Corporation. Houston, TX [on contract through TEKSystems]

Project Manager, System Analyst 

Provided system analysis and architectural design of the Downstream Enterprise Reliability Information System (DERIS).  I also provided project management  expertise utilizing the Chevron Project Development and Execution Process (CPDEP).

Accomplishments

  • This project required interpretation of business objectives as well as IT systems Management (ITSM) objectives into a cohesive methodology for measuring and reporting on the reliability of critical IT business processes worldwide. 

  • Utilizing a global matrix project team the team developed a fully functional proof of concept (PoC) system on time and under budget. 

  • The DERIS System utilizes synthetic transaction monitors (BMC TMART); MS SQL Server Database; SharePoint Dashboard and repeatable methodology for identifying, qualifying, quantifying and reporting on critical business transactions.

FEMA PMO Intranet Web Portal,  DHS, Washington, D.C. - as contract CTO to Globallink Trade Consulting, i developed the Program Management Office (PMO) web portal for the FEMA Office of the CIO. The portal included training, case studies, PMP methodologies, and PMBOK tools and templates for effective project management and collaboration. The development included use of Flash 8.0, XHTML, CSS navigation, Javascripts, CGI and required federal 508 complaint accessibility.

Commercial Software Architecture Review: TATIS, S.A., Geneva, Switzerland - as Contract CTO to Globallink Trade Consulting.  I was to review and advise on start-up software company product architecture and commercial support capabilities.

Enterprise Architecture (EA) Implementation Engineering: Department of Homeland Security (DHS), eMerge2 Project, Washington, DC - as Contract CTO to Globallink Trade Consulting.  I provided input to implementation issues for the Financial Systems consolidation of 23 agencies and bureaus. I was required to consult on matching methodology to practice and integrating the Zachman EA framework to consolidation implementation.

BGI Professional Services, Inc. (BGI), Houston, TX

Sr. Technical Engineering Consultant (Owner, CEO) 

BGI had the usual corporate balance sheet and profitability issues, 401K administration, employees in several states and typical back office corporate fiduciary responsibilities. BGI had 22 permanent employees, over a dozen sub-contractors and earned over $5million annually at its peak. 

In my consulting role, I negotiated IT contracts with, and/or provided significant management consultation to, varied industries including: health-care, telecommunications, utilities, insurance, transportation, banking, manufacturing, the IRS, the DOJ and the DOD. I personally serviced over 40 clients through this period. Several played prominent roles in furthering my IT experience.

Key projects:

Consolidation planning, implementation and transitions:  Scope included nearly every IT discipline from financial analysis to completed project.  Projects from this period included some of the largest commercial and governmental consolidation projects ever attempted. 

State Farm Insurance consolidated 28 regional data centers into three newly built "Geoplex" centers in Atlanta, Dallas and Phoenix.  I was instrumental in the design of the Geoplexes, developing a logical technical model of the target environments, transition planning and scheduling.

I provided architecture and planning services for the Internal Revenue Service consolidation of ten regional centers into two.  This plan included systems upgrades, process consolidations and year 2000 compliance initiatives. 

Operations management and performance engineering: BGI, under my management, took over the day-to-day operations of the El Paso Energy data center in Houston.  This three year project included the transition from a mainframe to a client server infrastructure in IT.  I and my employees handled all the traditional operations support.

Commercial software Design, development and marketing: I was the sole author of an NT Server to Z/OS Sysplex event automation agent for a leading commercial software vendor.  This project involved writing 10,000 lines of IBM ALC code for the mainframe, TCP/IP internal communication driver development, Visual Basic, 370HLA, C++, Web development, HMTL, XML and SQL Server [OBDC] development.

Infrastructure design & implementation: I Installed and supported (2001) the development lab for the above project (MP3000, Z/OS, LPAR(5), HCD, VM, OS/390 R10, Win2000 Server, SQL Server, IP Network, et al.).  (see also Technical Support & Project Management narratives)

Consulted nationally on large technical migrations, application performance, best practice benchmarking and infrastructure process reengineering.   

Duties Included data collection, interpretation and analysis for benchmark studies. best practice consulting, process analysis and process reengineering analysis, data center consolidation feasibility and modeling studies.  This included the full range of financial planning artifacts for producing return on investment analysis.

Achievements Included:

  • Saved several clients tens of millions of dollars in reduced process costs

  • Defined and developed Best of Breed practices for several Fortune 100 companies. 

  • I became the most sought after consultant and enjoyed the highest billable hours in the practice.

Architect, Developer (Owner, CEO)

As CEO I managed the profitability and corporate mission requirements that all small company CEO's find themselves managing. Only in the latter years did we engage an accountant.  For several years I was responsible for all CEO, CFO, HR and Operational duties.  That not withstanding, this small company boasted excellent benefits, profit sharing, insurance and annual rewards retreats for employees.

In my role as software engineer, I designed, developed and marketed the JOBTRAC Production Control System now marketed by Computer Associates (CA).  JOBTRAC is an IBM mainframe business process management (BPM) and event scheduling system employing [then] state-of-the-art presentation and function.

At it's peak BSI had 20 employees and 35 licensed clients.  All but five clients were Fortune 500 companies.

Cameron Iron Works, Houston, TX.

Independent Contractor - MVS Systems Programmer 

After a walkout in protest of a 10% pay cut decimated their systems programming staff (6 of 7 systems programmers left the company in 30 days) I was hired to upgrade two IBM mainframes from MVS/SP to MVS/XA. This required:

  • SMP based MVS systems installations, PTF resolutions and maintenance/upgrade of all resident OEM software.

  • Manual recoding of MVS & JES exits and SVCs to support the 32bit operating requirements.

  • Installation of hardware for a third CPU and a IBM 3745 communications controller, and the associated NCP.

  • Develop and execute implementation and transition plans.

In six months I delivered all the systems and software that CIW had commitments to install - on time and on budget. No other individuals were hired or engaged during this period.
