William Wrigley, Jr. (1861-1932) once said "When two men in business always agree, one of them is unnecessary."  Without experiential deliberation there can be no change. Without change there can be no progress.  Doing something "the way its always been done" or finding no fault in a faulty process, is as common today as it was in Wrigley's day. Not addressing such issues can render your business unnecessary.

At one time, IT outsourcing was a term reserved for large facilities management contracts.  ISSC, EDS, Perot, CSC, and others dominated the landscape.

Today almost any IT service or discrete discipline can be outsourced.  From Cobol programmers to call centers, hardware maintenance to network support, many enterprises can have dozens of focused outsource contracts.  The arrival of SOA based Application Service Providers (ASPs) are complicating the IT landscape even further.

Outsourcers themselves are becoming more competitive by subcontracting specific disciplines to other  specialty providers (e.g. SAP support and web services). Many of these services are globally sourced.

I have had the opportunity to work on both sides of the outsourcing aisle.  I have helped enterprises construct outsourcing contracts, service level agreements and audit metrics.  I have also helped outsourcers find less expensive approaches, plan consolidations and manage process reengineering projects.

Of today's major providers I have had dealings with Deloitte, Capgemini, Unisys, BearingPoint, CSC, EDS, HP, Accenture and IBM (via ISSC).

                         Top Outsourcers [InfoWeek, 2004]

The great majority of mainframe systems (MVS, Z/OS, OS/390) that are outsourced are outsourced to IBM, EDS and CSC.  The others are more mid-tier and server related outsourcers.  They also have a significant number of ERP, CRM and other packaged solution applications.  Deloitte has the best reputation in the client/server outsourcing area.

Specific experience includes:

Some of the engagements dealt with creating ROI and Feasibility studies.  Others dealt with Request for Proposal (RFP) preparations and RFP response analysis. In two occasions I worked for the outsourcer to improve customer satisfaction and process management.

As may be expected, work on RFPs, bid proposals and the like is largely done under non-disclosure agreements, so specific artifacts are not available.  However, the links above provide some letters of recommendation or work verification from the executive management of a few of these engagements.
